Why is data quality so important?

Quality data requires attention to collection methods, training for data collectors, validation procedures, and systems for managing and storing information properly.

Both quantitative and qualitative data need quality standards. Numbers can be precise but meaningless if they don’t measure what you think they measure. Stories can be rich but misleading if they only capture positive experiences or represent atypical cases.

Invest in data quality from the start. It’s harder and more expensive to fix data problems later than to collect good data initially.

How do I balance rigor with practical constraints?

Perfect is the enemy of good in M&E. Most organizations face real limitations in time, budget, and technical capacity.

Start by being clear about what decisions the evaluation needs to inform. This helps determine what level of rigor is actually necessary. Some questions require rigorous experimental designs. Others can be answered with simpler methods.

Consider blended approaches that combine simpler methods for broad coverage with more rigorous methods for key questions. You might use basic monitoring data across all sites but conduct in-depth evaluation at selected locations.

Build M&E capacity over time. Start with what you can do well with current resources, then gradually add more sophisticated approaches as capacity grows.

Can I combine different evaluation types?

Absolutely, and often you should. Combining approaches usually produces richer, more useful findings than relying on a single method.

You might use process evaluation to understand implementation while also measuring outcomes with quantitative surveys and including participatory methods to involve communities. Or apply a gender lens to impact evaluation to ensure you capture differential effects across populations.

The key is ensuring different components complement each other rather than compete for resources or produce contradictory findings. Integrated M&E designs that intentionally combine methods from the start work better than adding pieces later.

What if I don’t have resources for complex evaluations?

Most organizations face resource constraints. You have options.

Start simple and build over time. Basic monitoring of activities and outputs provides value even if you can’t do rigorous impact evaluation immediately.

Focus resources on evaluation questions that matter most for decisions. Not every aspect of your program needs the same level of evaluation investment.

Use participatory methods that rely on community participation rather than expensive external consultants. These approaches require different skills but can be more cost-effective.

Collaborate with research institutions or universities interested in studying programs like yours. They might provide technical support or conduct evaluation as part of academic research.

Most importantly, design M&E from the beginning. Retrofitting evaluation onto programs costs more and produces weaker results than building it in from the start, even with limited resources.
